Consistent with our RESULT oriented assistance merit philosophy, Biotech tropicana Corporation is pleased to announce the lunching of its development assistance program (BDA) to the Least Developed Countries (LDCs). Based on eligibility criteria, the BDA program comports three sections, 1) reward program, 2) threshold program, 3) special interest program.
1) Reward Program:
The program makes rewards in the form of technology donation and technical assistance to any least developed country that meet two (2) of the three (3) following criteria:
a) Graduation form the United Nations list of the Least Developed Country
b) Qualification for a second term US MCA Compact
c) Achievement of at least one (1) minor objectif in each of the eight (8) major objectives, under the United Nations Millennium Development Goals (MDG), within the UN deadline.
2) Threshold Program Country that failed to meet the eligibility criteria under the reward program, but can demonstrate achievement of at least 50% of the requirements, will be eligible for a threshold program. The threshold program provides a technical assistance to eligible countries, toward qualification for the reward program.
3) Special Interest Program Countries of special interest to Biotech tropicana Corporation will receive special awards , on case by case basis.

1) Reward Program The founder recommended Cape Verde, and Samoa to the award committee for consideration for an award from Biotech tropicana Corporation. Cape Verde successfully graduated from the United Nations list of the Least Developed Countries (Cape Verde no longer in UN's LDC list at http://www.sambaladevelopments.com/cape_verde_news.cfm?nid=388 and Criteria for identification of LDCs at http://www.unohrlls.org/en/ldc/related/59/ ). Cape Verde also passed the qualification test for a second US MCA Compact. According to the United Nations, Cape Verde has demonstrated good governance practices, and is making good progress toward achieving the Millennium Development Goals. Samoa situation aligned with that of Cape Verde.
2) The founder recommended a survey of resource poor countries that may qualify under the threshold program.
3) Special Interest program Biotech tropicana Corporation may at its discretion designated any country as of special interest. The founder recommended Benin Republic as a country of special interest on the basis that Biotech tropicana Corporation maintained an exploration site in Benin Republic (Biotech tropicana, IncEXPLORER). As a country of special interest to Biotech tropicana Corporation, it is the wish of the founder that Benin Republic be considered under the reward program should circumstances have permitted us to proceed with the reward. Unfortunately an analysis of the data showed that Benin Republic failed to meet our eligibility criteria. Furthermore , in our opinion Benin Republic recently made one of the "common mistakes” as determined by the United Nations scientific task forces that conducted the feasibility study of the UN MDG. In a recently published decision, the Benin government cancelled tuition in elementary schools. This is inconsistent with the ongoing process of decentralization of power to peripheral governments. With one hand Benin is decentralizing political power to the peripheral governments, and with the other hand Benin is further centralizing financial power over decentralized institutions, to the central government. In our opinion, communities should be required, based on income, to contribute to the development of public schools that reside in their communities. Community financial contribution increases its control over an educational system, on which the education of their children depends. This is consistent with the US MCC requirements of country contribution from their national budget, in the US MCA package. The mistake of the Benin government in this situation is consistent with mistakes by many developing world governments as determined by the United Nations scientific task forces. Development gains in one area are diluted by development losses in another area, often resulting into a negative overall development progress, and diminishing the impact of financial assistance on the ground in short term, thereby diminishing the opportunities for more development assistance in long term. Considering the special interest of Biotech tropicana Corporation in Benin Republic, the founder recommended that Benin Republic be considered under its "threshold program” for technical assistance. Biotech tropicana Corporation has made the necessary adjustments as recommended for engineers by the UN MDG, and the US MCC. We are therefore on the path for financial assistance both in short term, and in long term for the long term development objectives of our company. It is our opinion, that many institutions in Benin failed to make the necessary adjustments. Therefore, until we are satisfied with Benin institutions compliance with our guiding principles as set forth in the UN MDG and the US MCC, the founder recommended Benin Republic NOT to be associated in the development of the Biotech tropicana Corporation SMARTalternative TECHS.
