Federation: An Obligatory Path To the Scientific, Technological, and Economical Emergence Of Benin Republic, A Resource Poor Country Of The Western Coast of Africa.

Abstract:

Benin republic is a small country of about ten millions inhabitants located on the western coast of Africa, between Togo and Nigeria. With respect to sustainable development parameters, the country may be roughly divided into two parts: a sustainable north and an aid dependent south. It appears that the disparity in development pre conditions between the two parts of the country and the need to reconfigure were brought to the attention of previous governments. A “two poles” development model 1 centred around university level higher education was previously proposed and implemented by a former Government. A two components reconfiguration model 2 called “decentralization and deconcentration” was also proposed and implemented by another government. The decentralization component achieved a measurable degree of success. The success of the deconcentration component was negligible. Here, we propose a “two states three governments” model 3 that not only endorsed the previous model 1 and model 2 but also extends them. In light of the similarity of context, we argue that the development success of the two “states three governments’ federation model of Czechoslovakia, a country of approximately the same size, is replicable in Benin republic. Our “two states three governments’” federation model will not only dilute conflict zones between the two development contexts but will also promote scientific, technological and, economical development of the country.

Background:

Benin republic is a small country of about ten millions inhabitants located on the western coast of Africa between Togo and Nigeria. The map shape of the country tells a lot about the development challenges of the country. The country appears in a country map of Africa as head with a tail. The north head has a larger area and contain fewer people resulting in low population density per square meter. The tail south has a smaller area and contain more people resulting in a high population density per square meter.

Industry is not developed. The country is essentially agricultural and the means of production are not mechanized. Farmers relied essentially on low yield artisanal tools for agriculture.. Commercial enterprises relied essentially on trade of imported goods. The impact of locally produced goods applying science, technology and innovation on Benin republic’s economy is negligible. A heavy load of government employees consumes a large proportion of the meagre government” s fiscal gains, leaving nothing for investment in long term development programs. Considering country development indicators, Benin republic is a very poor country and the United Nations development index classified Benin republic as a least developed country.

Low population density in the north frees lands for sustainable agriculture and breeding. Export of agricultural and breeding goods put aid free cash in the hands of the population: an aid free cash that is invested in long term development programs. A majority of the population is land and home owner.

High population density in the south’s smaller area raises land issues. Private sustainable agriculture is not attainable. In light of under developed secondary and tertiary sectors of economy, the population relied heavily on foreign aid for survival. Sovereignty stripping conditions on foreign aid is applied equally to both regions, undermining sustainable development programs in the north: a source of conflict in development strategies.

It appears that these sources of conflict in development strategies were brought to the attention of previous governments as illustrated by previous solution strategies.

Previous models that aligned with our extended two states three governments were proposed::

  2. A two components “decentralization-deconcentration” model was also designed and implemented.
  3. Our two states three governments model extend previous models

 

Discussion:

Our model derived from the Czechoslovakia development success under similar development scenarios proposed development centred two states and there governments {

  • Government 1:(north)

Focuses on sustainable development

  • Government 2:(south)

That will apply foreign and internal aid to achieve self sustainability and then upgrade to sustainable development

  • Government 3:(federal)
  • To coordinate foreign relations and development programs of government 1 and 2.

 

According to the United States Millennium Corporation poverty reduction experts, households that hold a land title and own a home are unlikely to become poor. Households that do not hold a land title and/or a home are at risk of falling into extreme poverty: and the United States Millennium Corporation approved a land title program in the first mca compact for Benin republic.. Approval of the land title program for Benin republic by the US MCC poverty reduction experts supports our population-land availability development challenge relationship hypothesis. The Biotech tropicana Systems operate a poverty reduction program aligned with scientific poverty reduction principles as proposed in the United Nations millennium project and the United States millennium challenge corporation: Biotech tropicana,IncCOMMUNITY. Where the United Nations millennium project and the United Sates millennium challenge corporation are designed to operate at country level, Biotech tropicana,IncCOMMUNITY analyses and re-interpret these development principles for applicability at community level. We design science based poverty reduction and sustainable development models for community development in the resource settings.

  1. and analysis of trials data in Benin republic further support our population-land availability development challenge relationship hypothesis. Courts suffer a heavy load of land disputes in the southern part of Benin republic, but not in the northern part; and many basis for disputes between northerners and southern internal immigrants turned around land and home issues. And the United States millennium challenge corporation awarded Benin republic with a grant to expand and speed up the court system as a poverty reduction strategy. The Biotech tropicana Systems revised forensics, litigation, and security protocols to protect its land and home ownerships in the northern part of Benin republic .

 

Keynote:

Without stabilizing the population growth and harmonizing population and resources, any long term development program such as the new government action plan “PAG” is doomed in advance to failure. Ecological stress will offset any development gains to negative.

Heavy selection pressure in the south due to scarcity of means of daily life will fuel migrations toward the north; a classical rule of natural selection. As citizens a visa system cannot be imposed to control migrations. An alternative solution may be to design controlled systems to receive them in a controlled and productive manner. Without such a controlled migration system, it’s natural that humans will move from an unsustainable region to a sustainable region seeking for a better life: sometime, even often the wrong way; a source of conflict. A context centred regional government to manage regional development structures could create conditions to transform conflicting migrations into development” internal migrants can approve their lives while contributing to the development of the host territory. Similar internal migration challenges were successfully transform into development gains in Czechoslovakia by creating context centred regional governments, in two states three government’s model. In light of the similarities in context between Benin republic and Czechoslovakia:: the two countries have approximately

  1. The same area
  2. The same population 2:1 ratio between the two regions
  3. Same development challenge in disparity of development parameters between the two regions

We argue that the development success of the two states three government model in Czechoslovakia: is replicable in Benin republic.

 

Diluting conflict management with development management:

 

Analysis:

One may ask, how much does it cost to maintain a government? Our question is, how much waste a “good governing” government can avoid and how much new wealth a “good governing” government can help create? Analysis of modelling data derived from our development trend score board platform suggest that 10% of waste avoided, may be sufficient to maintain by a “good governing” government.

From model to objective data:

Analysis of objective data collected from the successful application of the two states three governments models in Czechoslovakia support conclusions derived from analysis of our modelling data. The approximate equality in country size and the approximate equality in a 2:1 ratio population size between Benin republic and Czechoslovakia further support the conclusions derived from analysis of data derived from our development forum development trend scoreboard model.

Unsustainability, aid, and destabilization:

As long as a piece the country stay unsustainable. Its people will no have choice than to go for aid. The aid donor will put a condition on that aid.: a condition that is in many cases destabilizing for the aid recipient and further reinforce chronic dependency on aid. The people of that region will trade their sovereignty for survival. Some will move to sustainable regions of the country of those will bad character will attempt to steal lands and homes they cannot afford in their territory: causing trouble everywhere they move. Policy 3 closes Biotech tropicana Systems to aid, ,not because we don’t want the aid but because we don’t want to deal with conditions coming with aid. We preserve our sovereignty to free implement our development programs. without restriction linked to the interests of the aid donor. The Biotech tropicana Systems will not permit conditions on aid they did not they accept disturb sustainable development programs under no circumstance. The Biotech tropicana Systems will not interfere of the choice of foreign institutions to accept conditional aid as long as they keep the conditions on aid in their institutions. Conditions on aid will not cross the borders of the Biotech tropicana Systems, under no circumstance. It is our view that sustainable regions of the country should help unsustainable regions to achieve sustainability to free them from chronic dependency on aid and secure full sovereignty for the country.

“Decentralization and Deconcentration”:

The Benin republic “decentralization and deconcentraion” concepts are derived from French terminologies meaning “move away from center” for decentralization, and “dilute or disperse” for deconcentration. From our analysis Benin republic development challenges, we conclude that the “deconcentration” should operate at two levels: a first Benin republic government level and a second cooperation level, consistent with our P1 development model. The Biotech tropicana Systems P1 does not discriminate between government abd cooperation but construed both government and cooperation as a single and unified development body. Both government and cooperation designed and implement development programs together. Therefore the Biotech tropicana System treat government and cooperation as one P1 development entity and assign development trend scores to the P1 development entity. The Biotech tropicana Systems operates through a separate private sector led P2 model.

  1. At the level of Benin republic

Our analysis indicates that more than 90% of development capacity is concentrate in less than 10% of the territory. Benin republic most therefore achieves “deconcemtration” to achieve sustainable development. Development capacity must be dispersed across the country to areas where those capacities are most needed to promote sustainable development.

  1. At the level of cooperation;

The same findings as in point 1 above also applied to the cooperation body. Most assistance capacity is concentrated in and around the city of Cotonou, less than 10% of the territory. To maximize the effectiveness of aid, our internal development protocols woud place the World Health Organization representation in areas where there is health development challenges, the UN Population Fund in areas where there is population development challenges, and the UN FAO in areas where there is food development challenges. Based on our model development capacity should be located in areas where the capcity will create the greater development impact, in line with the Benin republic “deconcentration” concept.

Learning from experience: The application of knowledge in development strategies

The aid driven development strategy emphasizes in many developing countries including Benin republic failed to produce development in more than half a century. The Benin republic will be soon organizing its 57th birthday in August with aid money. Our analysis of development trends suggests that if the current trend is not substantially revised, Benin republic will organizing its 100th birthday with aid money.

  1. knowledge oriented development strategies, the Biotech tropicana Systems achieves self sustainability in about 15 years with successful business operations at high level of knowledge on all continents on planet earth. Our space program and deep sea program are emerging. In 15 years we generate enough internal wealth to auto fund all our programs without a single dollar capital input from external source. We generate enough knowledge capacity and capital capacity to operate as a self sustainable biotech company on a global scale. Knowledge or capital are no a development challenge to the biotech tropicana Systems. A major challenge we are now working hard to address is a security challenge to protect our hard work acquired properties. Even where current security capacities successfully protect valuable properties, analysis of our development dynamics for the next few upcoming years suggest that the security capacity of the Biotech tropicana Systems needs to be substantially increase.

Development Forum operates on a global scale on analysis of development trends in developing countries. The Benin republic federation model is a view point of the Biotech tropicana Systems Development Forum. Benin republic is an independent and sovereign state of the African Union. It is up to the state of Benin and the people of Benin to ultimately decide for the territorial design of their country.

Synthesis:

As a citizen, the first author must bring in his modest contribution to the advancement of his country. Benin republic is a small country that is essentially agricultural. Unlike other African countries, Benin republic lacks natural resources. High density in the southern part of the country raises land issues. Agriculture is a luxury reserved to a few fortunate. Low population density in the north permit sustainable agriculture and breeding>they are self sustainable farmers and breeders. By 200, the Biotech tropicana Systems introduced the incubator concept in Benin republic to promote technological innovation and improve the means of production. Our two states three governments model could permit:

  1. Programs to stabilize and control the population growth. Fortunately the United Nations operate in, a population fund program.
  2. Structured technological innovation programs to improve the means of production and increase the production yield. ,

In the current development trend the population is growing too fast and the means of production are not improving. The share of each citizen of the wealth country decreases from one year to the next. Therefore the country is getting poorer and poorer from year to the next.. Applying our model of stabilizing the population and increasing production could reverse the current development trend from negative to at least a zero in the upcoming few years. Back in the 1970s to 1990s citizens of Benin were more prone to hard work and reluctant to accept foreign aid. This culture is now disappearing. Citizens of Benin republic are becoming less and less prone to work and more and more prone to acquiring foreign aid. With that trend, applying our model will require though discipline, but hold the potential to substantially increase the generation of new internal wealth. The Biotech tropicana Systems is contributing in its areas of activities through its financial and technical assistance programs. The Biotech tropicana Systems operate on a global scale. It is up to the authorities and the people of Benin republic to decide for the development model of their country. This modest knowledge bag donated by the Biotech tropicana Systems could help Benin republic toward greater prosperity more than any slave cash bags they are running to for so long. As a citizen and a businessman the Biotech Tropicana Systems will continue bringing its modest contribution to the advancement of the friends bag lovers people of Benin republic.

Conclusion:

We conclude that in light of the disparities in objective development pre conditions and similarities in regions between the south and the north of Benin republic, the two states three governments model successfully applied in Czechoslovakia is an obligatory path for an emergence of Benin republic in the areas of science, technology and economy.

Destabilizing Conditions on negative aid:

“Do just what I tell you to get more aid. Don’t do what I do to become rich enough to give you aid. If you insist on doing what I do to become rich, then I blow up your smart aid with my poisoned food”.

Destabilizing but easy aid will often negate development. Some institutions in developing countries may choose to go for the easy aid package coming with negative development gains. We, in the Biotech tropicana Systems advise them to keep their negativity strategy in their institutions.

Here, we must make clear that negativity has no place in the Biotech tropicana Systems. The Biotech Tropicana Systems will confront head on, any negativity strategy coming across its borders. The Biotech tropicana Systems are opened to all, but in a controlled manner. The flow of activities in and out the System must be controlled from within: and no circumstance from outside of the borders of the system.
