Abstract:
The Biotech tropicana Systems operate a technology promotion platform under the Biotech tropicana PRESS ROOM, Biotech tropicana,IncCOMMUNICATOR. A scientific journalism program is also under incubation under the Biotech tropicana PRESS ROOM, in Benin republic. On authorization request, the Benin republic press authority determined not be competent to authorize the scientific journalism program. The Benin republic press authority also determined the promotion program to be consistent with applicable laws and regulations in Benin republic. Here, we discuss the difference between promotion, journalism, and scientific journalism using our PRESS ROOM incubators experiences in Benin republic.

Background
The story of development of the Biotech tropicana PRESS ROOM rises to the story classics of incubation and development of a company aiming to operate on a global scale from a developing country. The incubation and development experiences worth to be shared with other potential business incubators in developing countries.
We initiate the Biotech tropicana PRESS ROOM as a communication platform of our smart technologies for developing countries, with our developing world clients. Sub programs of the Biotech tropicana PRESS ROOM include, a daily news room, the Biotech tropicana Journal, a biotech forum, a web radio and TV, a scientific journalism sub program, and the Development Forum.
Promotion activities are covered by the Biotech tropicana Journal supported by other sub programs such as the web radio and TV.
On authorization request inquiry the Benin press authority experts (HAAC) determined the promotion activities to be consistent with laws and regulations based on evidences presented. The scientific journalism sub program was declassified as out of jurisdiction of the Benin HAAC. The evidences presented are consistent with the practice of journalism, since the company failed to present any training or experience in journalism.
To push our scientific journalism sub program we establish a partnership with a local daily journal authorized by the Benin HACC, “Le Beninois Libere”, in Cotonou, Benin. Numerous articles within scientific journalism standards were published under the partnership, including a short description of SMARThivDRmos, and an interview on the anniversary of one year of activities, in Benin republic . The articles were distributed nationwide and made available in the world wide web (www). The scientific journalism published articles are available in the “Homo Habilis Library of Technological Innovation”, a sub program of Biotech tropicana, IncMUSEUM, in Kandi, Benin republlic. For reasons beyond our control the partner journal will sometimes closed. We pursued the incubation process of the scientific journalism sub program but stopped publication of articles, while searching for another partner.

Promotion activities aim to promote reader friendly concepts on biotechnologies “Made in the Biotech tropicana Systems”.
Journalism:
Based on discussion with the Benin HAAC authorization expert, the Benin journalism program does not address the scientific component.
Scientific Journalism:
Scientific Journalism is a specialty in STS (Science, Technology, and Society) operated primarily in developed countries. The Canadian Agency for International Development STS Program is the only scientific journalism program focused on developing countries known to the Biotech tropicana Systems. We operate a scientific journalism incubator in Canada, next door to the Canadian Agency for International Development.
Partnership:
The Biotech tropicana Systems incubator operate over 100 processes and technologies at different stages of development. The successful partnership with the local journal in the scientific journalism subprogram demonstrated that many other programs and sub programs in other fields of biotechnologies may be advanced and even implemented through partnerships. We develop a biodiplomacy program to coordinate partnerships on global scale, the Global Partnership for Development (SMARTgpd: see also the P4 model). We also develop in parallel a Human Capital Capacity Building program designed to coordinate trainings of members of the Biotech tropicana Systems. Where partnerships can be secured diplomas may be sought for members to cover scenarios such as the Benin HAAC requirements of a diploma in journalism to issue an authorization to practice journalism.
The Biotech tropicana,InCBOOK STORES, a former sub program of the Biotech tropicana PRESS ROOM, now operates as an independent unit of the Biotech tropicana Systems, because activities of the sub program grew in size to become bigger than the PRESS ROOM itself.

Graduations and incorporation processes are ready for many sub programs of the Biotech tropicana PRESS ROOM.
