For example, people of a country may consent to donate cash aid to people of another expecting a profit in improved security for the donor people, when the cash is properly spent in accordance with the term of the donation. Sometimes the recipient country will respect the terms of the donation, resulting in improved cooperation between the two people of the two countries. Sometimes the recipient people will divert the donated fund to other purposes in violation of the terms of donation causing benefit losses to the donor people and harming cooperation between the two countries.
