Abstract:
Immigration candidate X must pass a health test as a part of an immigration application process. A preliminary TB test comes out positive before an immigration designated surgeon that referred the file to a state public health expert for further testing. The advanced tests come out negative. The state expert formulated two hypotheses, either a post vaccination reaction suggesting good immunity or a recent exposure. The state expert requested for any vaccination card. Where candidate X cannot provide the vaccination document, the state expert makes a decision; “Proceed with the immigration process, and we place under six months preventive treatment. An immigration secretary challenges the expert decision. Candidate X returns to the state public health expert. The state expert will not discuss his decision with an immigration secretary. The immigration file must proceed; and the file does proceed. Candidate X claims to have been victim of harassments by immigration administrators. Here, we discuss the decision making process in an immigration related health issue.
