Abstract:
We propose a model for applying tax as an incentive for development of the resource poor settings. We previously described a model for a tax based market oriented aid free model for development: SASEP. Our SMARTtaxMODEL brought three major innovations. First, all eligible citizens pay taxes to all levels of governments. Second, public money is placed under the management of parliament not government. Third, all major development forces submit their budget to parliament for approval, including government, judiciary, civil society, the private sector, and the diaspora. A SMARTtaxMODEL for improving effectiveness of tax collection from ‘informal’ businesses in the developing world is under development in Biotech tropicana,IncCOMMUNITY.
