Abstract:
At the dawn of the new millennium, the world adopted new global development concepts to reverse the grinding poverty in developing countries toward sustainable development: The United Nations Millennium Development Goals and the United States Millennium Challenge Corporation. Both new concepts emphasize good governance. Here, we discuss the impact of governance in poverty reduction using the case of the development process of a product of the Biotech tropicana Systems as model: SMARThiv3TestsMobile Lab: The Mobile Life Box.

Background:
At the dawn of the new millennium, the world adopted new global development concepts to reverse the grinding poverty in developing countries toward sustainable development: The United Nations Millennium Development Goals (UN MDG) and the United States Millennium Challenge Corporation (US MCC). Both the UN MSD and the US MCC emphasize corruption control and good governance in the public sector, and science, technology and innovation for business creation in the private sector. The Biotech tropicana Systems adhere to these new way global development principles.

Here, we discuss the impact of governance on poverty reduction and promotion of sustainable development using the development process of a product of the Biotech tropicana Systems: SMARThiv3TestsMobile Lab: The Mobile Life Box.
Discussion:
Consistent with the process and technology development strategy of the Biotech tropicana Systems, the development of the SMARThiv3TestsMobile Lab: The Mobile Life Box comports three phases: exploratory and modelling phase, technology development phase, and technology implementation phase. We design the Mobile Life Box system to provide mobility to a system that was previously designed as immobile: SMARThivPACK. SMARThivPACK, a process product of the Biotech tropicana Systems the used product technologies retained by the World Health Organization as potentially implementable in the resource poor settings to demonstrate the feasibility of the three tests standards in monitoring HIV patients in the resource poor settings. (Reference, CD4 counting technologies, World Health Organization).
Technologies recommended by the World Health Organization and used by the Biotech tropicana Systems in the demonstration include the Capcellia CD4 counting technology owned by a French company, the P29 viral load monitoring technology owned a US company and improved by a Swiss academic institution, and the ELMA drug resistance monitoring technology owned by a health istitutin of Japan.
Here we must stress that at the time we release the SMARThivPACK most stakeholders in HIV patient monitoring in the resource poor settings held an argument that the three tests stands was not at attainable on individual basis in the resource poor settings because of resources and expertise constrains. Our SMARThivPACK process product demonstrated that the three tests standards was indeed attainable on individual basis in the resource poor settings, and showed how. Meanwhile the Biotech tropicana Systems were in the process of developing its owned technologies adapted to the conditions of the resource poor settings in each the three areas, CD4, viral load and drug resistance. We could not use our technologies in the demonstration because of patenting and trademark interests of the Biotech tropicana Systems. We therefore use technologies that were on the market and recommended by the World Health Organization to make our argument on the feasibility of the three standard in the resource poor settings.

The author receives no monetary compensation. As authors we gain in international scientific recognition of our work and improved standing of the authors in the areas of science, while maintaining our patent and trade mark rights. As a private for profit company patent and trade mark rights are of interests to the Biotech tropicana Systems, not copyrights that are of interests to the editor.
Country gains
The country gains in knowledge having erudite articles sent to their country from all over the world. An indirect gain for the country is the creation of jobs for their citizens through the processing and sale activities of the articles; a demonstration of the importance of knowledge in a globalizing world.
The impact of governance in poverty reduction and promotion of sustainable development.
The Biotech tropicana Systems initiated its HIV/AIDS program in the early 2000s in the United States of America. The program was continued in Benin Republic (African Union). By 2007, the program was mature enough to address global development challenges in the areas of biotechnologies. In 2007, we released the SMARThivPACK of one of its system component the SMARThivDRmos individual centred drug resistance monitoring system.
With the release of the pack and the Drmos, the Biotech tropicana Systems entered into the global knowledge economy. The pack was processed in Asia and sold on global scale from Asia. The Drmos was processed in Texas (USA) and sold from the USA. The mobile version of the pack was processed in the United Kingdom and sold worldwide from Europe.
By 2007, almost half way, the Biotech tropicana Systems thereby achieved one of its goals by 2015 to become an active player in global trade and knowledge economy. Our business activities contribute to creating jobs for the citizens of well governed countries of Asia, Europe, and the Americas.
Unfortunately poor governance excluded Africa from benefiting from our business activities. Our explorations in Africa confirm our findings to be true for many other areas of global economy in which Africa is excluded because of its governance crisis. We initiate Biotech tropicana,InCAU to address Africa’s special needs. Aligned with contributions of the diaspora activities the Biotech tropicana, IncAU program starts producing results after only two years of implementation.
Conclusion:
Founded in 2000, the Biotech tropicana Systems claimed numerous innovations in the areas of biotechnologies and over 100 systems under incubation, by 2015. System technologies in our HIV/AIDS program are by now at advanced prototype stages and entering the final implementation phase, leaving priority to projects aimed at automation capability development. By 2007 the Biotech tropicana Systems start operating on a global scale with successful business operations Asia (India and Hong Kong), Europe (United Kingdom), Americas (Texas, USA). We incorporated our exploration unit in a resource poor country of Africa. While our Biotech tropicana,IncFINANCIAL incubated in Tripoli, Lybia (African Union) is innovating ‘Made in the Biotech tropicana Systems’ specific financial mechanisms, we design temporary mechanisms to finance our business operations using the capabilities of the international Sahelo Saharan Bank of Commerce and Investment.
The Biotech tropicana Systems demonstrated that when properly applied and combined with the wisdom of good governance, the new way global development approaches have the potential to quickly produce development.
