Abstract :
According to critics of the « old way » global development approaches, the « old way » consumed large amount of development assistance funds to produce low or negative economic growth. For decades, the United States Development Agency (USAID), failed to develop an aid implementation approach that would produce long term economic transformation.
At the dawn of the new Millennium, the United Nations lunched a « new way » global development concept termed the Millennium Development Goals (UN MDG), and the United States lunched its « new way » Millennium Challenge Corporation (US MCC) global development concept.
The United States Millennium Challenge Corporation innovates a « new way » program implementation model that confers implementation authority to an independent specially trained « new staff ». The United Nations implements its « new » UN MDG program through the « old » United Nations Development Program (UNDP).
Like the United States Millennium Challenge Corporation, the Millennium Villages implement the United Nations « new way » UN MDG development program, in rural areas, through an independent « new staff ». Biotech tropicana Community implements the « new way » United Nations Millennium Development Goals, and the « new way » United States Millennium Challenge Corporation global development concepts, in rural, sub urban, and urban areas, using a specially trained independent « new staff ».
Analysis of field work data collected by Biotech tropicana Community in the resource-poor settings, suggest that the « old » United Nations Development Program (UNDP) implementation model shares with the « old » United States Development Agency (USAID) model, many characteristic parameters diagnosed by critics of the United States Development Agency (USAID), to explain the failure of the agency to produce long term transformative change on development.
Here, we conduct a comparative analysis, of selected major development program implementation models, in the developing world. We hypothesize that, the efficiency of the UN MDG country level implementation programs may be substantially improved toward achievement of the goals within the deadlines, by simulating the US MCC, and the Millennium Villages models.
