Background :
The SMARTccpENTREPRISES sub project, under the Biotech tropicana Community project is designed to assist local entrepeneurs, in developing countries,to take their own ideas to structured projects, and from structured project to « new wealth » generating micro entreprises. The project is guided by the « compassionate capitalism » philosophy of the Bioteh tropicana Systems, as a way of giving back to the developing world communities, the « new wealth » generation strategies innovated in the Biotech tropicana Systems, from data gathered from these developing world communities. The implementation strategies of the project are innovated in the Biotech tropicana Systems, using global development concepts in the United States Millennium Challenge Corporation (US MCC), and the United Nations Millennium Development Goals (UN MDG). The Biotech tropicana Systems claimed intellectual property on its innovations, which are protected by copyright laws. As predicted in the UN MDG and the US MCC, the « new way » global development approaches , designed to correct the defects of the « old way » approaches, may encounter a resistance from partisans of the « old way ». Our daily work in the developing world, confirmed these predictions to be true. In the Biotech tropicana Systems, our choice is clear ; we will pursue our work, in accordance with the global development concepts proposed in the UN MDG and the US MCC, against all odds. Our choice is further reinforced by the new United States Global Development Policy (US GDP). Preliminary analysis in the Biotech tropicana Systems, of the new US GDP suggest that the authority is supporting and furhter reinforcing the « new way » global development approaches adopted by the United Nations General Assembly and the United States Congress at the to the turn to the new millennium in 2000. Where we confirm our choice to pursue our work according to the concepts in the « new way » global development approaches, we must also make clear that the Biotech tropicana Systems are apolitic. We use science and technology as tools to challenge poverty. We aim to fight poverty, not to fight the poor or the rich. The Biotech tropicana systems shall not interfere with political internal affairs of its partner countries. In return, we will not permit political internal affairs of parther countries to interfere with activities internal to the Biotech tropicana systems. All activities of the Biotech tropicana Systems in a partner country must be supported and documented by law, or consent agreements. We urge all partner countries, that may have any issue with our activities to inform us immediately. We will pack and move, immediately.
Work in the Biotech tropicana Systems are guided by the UN MDG that operates 8 megaprojects in 189 nations and the US MCC that operate in selected countries for an average of five megaprojects per country ( http://www.mcc.gov/pages/countries ). We cannot cover all the countries even by working 24 hours a day, seven days a week. We will therefore not waste our resources and time in counterproductive fights in countries that are not willing to adopt the « new way » global development approaches. Good communication can avoid unnecessary trouble to all parties. We strive to inform all parties on our activities, through the Biotech tropicana PRESS ROOM. In response to deliberate attacks on our system, a restructuration of the Biotech tropicana Security Task Force has been initiated to cover our security needs. Clear warning signs will be posted by our security lines. Anyone who will delibeartely cross our security lines, in violation of our security guidelines, must suffer the consequences, who ever they are, where ever they are.
The SMARTccpENTREPRISES project aims to demonstrate in practice, the applicability of the Information and Communication Technologies (ICT) for development concept, in the developing world. In the SMARTccpENTREPRISES Project, we applied the concept to entreprise development. Description : The SMARTccpENTREPRISES project is organized in two main parts, I) The Biotech tropicana Systems owned Organizational part, and II) The Country Owned Implementation part.
PART I : Organization
Part I is internal to the Biotech tropicana Systems, and owned and operated by the Biotech tropicana Systems. Part I of the SMARTccpENTREPRISE project is designed to be mobile, and implementable, on a global scale, in any country that adhered to global development principles proposed in the UN MDG, and the US MC.
Activities in part I include :
a) Capacity Builiding:
The Biotech tropicana Systems build ICT for Development capacity through collaboration with partner organizations, on a global scale, with confirmed expertise in capacity building for Information and Communication Technologies. The program is designed to operate according to clauses established in bilateral agreements, between Biotech tropicana Systems, and its partners. The agreements are strictly bilateral between Biotech tropicana Systems and its internal partners, and closed to partner countries.
b) Financing :
Capacity building and other activities internal to the Biotech tropicana Systems are financed by financial assets of the Biotech tropicana Systems, and through bilataeral agreements between the Biotech tropicana Systems and its financial partners. Here again, the agreements are strcitly bilateral between the Biotech tropicana Systems, and its financial partners, and closed to partners countries. c) Training Programs : Training programs are authored by the Biotech tropicana Systems and copyright protected. The programs are exclusive properties of the Biotech tropicana Systems, innovated from raw materials collected in the developing world, using concepts in the UN MDG, and the US MCC for guidance. Training programs include :
i) Free ICT based research, charged for a nominal fee of $ 0.50 USD per hour of research, to cover operating cost
ii) Directed ICT based research charged for a nominal fee of $ 1 USD per hour of research, to cover operating cost
iii) Business English course, charged per negotiated amount with partner trainer iv) Entreprise development and management course, charged per negotiated amount with partner trainer, and supporting agency of beneficiary local entrepeneur
v) Follow up of entreprise implementation program charged per negotiated amount with partner trainer, and supporting agency of beneficiary local entrepeneurs NOTE : While we close our funding partners to partner countries, we shall not interfere with local beneficiary entrepeneurs choice of funding partners for their entreprises, incubated in our SMARTccpENTREPRISES incubator system. Local entrepeneurs must secure a funding for their project from Development Assistance programs of their respective countries.
PART II : Implementation
Part II implements the program described in part I, in a community, in a developing country. Part II is « country owned ». A SMARTccpENTREPRISES program shall not not be implemented in any community, in any developing country, without a documented approval of local authorities. The programs are designed to be mobile and implementable in any country, in the developing world, on a global scale. The Biotech tropicana Systems reserved the rights to cancel and close a program site at anytime, if it determines the collaboration with local authorities, or local entrepeneurs to be sub standard.

SMARTccpENTREPRISES project aim sto assist local entrepreneurs to take their own ideas to structured projects, and from structured projects to micro entreprises. We previously discussed the basics of the projects. [1]
Here we update to the new developments in the implementation process of the project.
1) The project predicts a new pilot program to be implemented in five (5) centers
2) The pilot program comports 4 sub programs as described in Reference, to be implemented gradually
3) During a second expansion phase, projects that were suspended for failure below standards, may be reconsidered for improvement to meet the standards

Pilot Project Progress

On October 31, 2010 The Biotech tropicana Systems
initiated a six (6) sites pilot phase of the SMARTccpENTREPRISES, aiming to
establish the feasibility of the project on a global scale. Here, we discuss
the preliminary findings, in the implementation process of the pilot phase. We
then propose strategies to strenghnening the pilot phase.
A) Findings
The major objectives
of phase_1, were to a) establish staff teams capable of operating the sites, and
b) to establish collaboration frameworks with local authorities.
Results Four sites were successfully created
and the collaboration frameworks with local authorities were established. However,
the performance of two (2) of the four sites were unsatisfactory, below
standard. The general patterns of the results from all six (6) sites are
similar, creating a redundancy, in new data generated through the
feasibility study. Therefore, to increase the probability to generate new
information in favor of the global expansion perspective of the program, a re-organization of the pilot phase, is
proposed.
C)
Future Directions
Based on preliminary results of the feasibility
studies, the following strategies are proposed for progess in the study :

the initial six (6) pilote sites in Benin Republic
are reduced to three (3)
d)
the number of pilot sites is increased from six (6) to twelve (12)
e)
the number of project sites is increased from , one (1) to six (6)
f)
the following project sites are in process, Liberia,
Cape Verde, Virgin Islands,
Puerto Rico, and Papua New
Guinea.
ORDER:
All site directors in the Benin Republic
project site are ordered to suspend activities, and await further instructions
from the founders.
