A Course outline:

Abstract:

Government policies play a critical role in creating a suitable environment for the application of science, technology, and innovation to development. But the existence of government policies is not sufficient. Leaders who understand the importance of science, technology, and innovation in development and who are open to advice on the matter are needed. Executive leadership, especially at the level of the president or prime minister, is a critical element in the ability of a country to benefit from the world’s fund of scientific and technological knowledge..

Executive commitment is best articulated through the realignment of government functions with a strategic vision for development that emphasizes the role of technological innovation in development. In the absence of such a vision, leaders are unlikely to pay much attention to the role of science and technology. Indeed, countries and agencies that do not have such a vision often consider investment in technological innovation as a questionable expenditure.

Improving the policy environment therefore entails adopting a broad policy framework that places science, technology, and innovation at the center of the development process.

Institutional adjustments are needed in the way governments receive advice on issues about the role of science, technology, and innovation in development.

 Advice needs to reach policymakers. For it to do so, an institutional framework needs to exist, and decision makers must commit to support such a framework.

The topics outlined below are examples of topics of discussion with a government of a parliament of a developing country, under the Biotech tropicana Systems DEVELOPMENT SEMINAR program.

The Biotech tropicana Systems Development seminars are not designed to teach governments and parliaments the concepts of technological innovation and development. The programs is designed to help governments and parliaments understand key concepts, particularly the differences in the meaning of the concepts that are critical in decision making processes.
