Addis Ababa, Ethiopia 31 January 2017– Friday 31 January marked the launch of Africa’s continent-wide public health agency, the Africa Centers for Disease Control and Prevention (Africa CDC), which will help African Member States respond to public health emergencies.
Comment:
- A centralized continent wide disease monitoring command center is expected to have a substantial impact on improving health conditions on the continent.
- Construction of the Committee of Intelligence and Security Services of Africa (CISSA) initiated.
CISSA was established on 26 August 2004 in Abuja, Nigeria by Heads of Intelligence and Security Services of Africa. At the January 2005 AU Mid-Term Assembly of the Union, the Heads of State and Government endorsed the establishment of CISSA through Decision 52. The creation of CISSA was necessitated by the need to share Intelligence and Security Services in Africa, which have become transnational in nature and therefore require borderless cooperation and collaboration among and between Intelligence and Security Services in Africa.
Addis Ababa, Ethiopia 31 January 2017:- The Stone laying ceremony of the CISSA Headquarters took place in Addis-Ababa on Tuesday, January 31st, 2017. The construction site of the CISSA head office was graciously offered by the Government of Ethiopia to host the CISSA Secretariat among others. Addressing the dignitaries the Equatorial Guinea President, who pledged to bear the cost
of the new offices estimated at $20 Million USD, highlighted the fact that Africa needs to take its destiny into its own hands and further noted that, in the last few years, Africa has been plagued with security threats evident in wars and terrorism, hence; it is the responsibilities of African leaders to combine their efforts and resources to fight these threats. Commissioner Chergui stated in part: “This is a strong step forward to providing African solutions to African problems.” Noted the Commissioner”.
Comments:
The construction of the CISSA building, an important command center of the African on land donated by an African government with fund donated by an African head of state without foreign fund is in line with the strong commitment of the Union to auto fund its activities. WE expect the blue print of the building to be designed by African engineers and the building process to be also executed by African engineers. As commented by Commissioner Chergui: “This is a strong step forward to providing African solutions to African problems.”

The 28th summit of the African Union, in Addis Ababa, Ethiopia.
- The 27th summit tax on import proposal becomes operational since January 2017
Financing of the Union is a historic decision adopted by Heads of State and Government (HOSG) in a “Retreat on Financing of the Union” during the 27th African Union Summit held in Kigali, Rwanda in July 2016. The Decision directs all African Union Member States to implement a 0.2% levy on eligible imports for to finance the African Union. The decision will enter into operations for each Member States from January 2017.
Comments:
More tax proposals should be added including African Union citizenship tax, and sale tax. All African Union citizens should pay taxes to give the Union the means to operate free of dependence on foreign funds.
2) Hon Moussa Faki Mahamat elected as incoming Chair of the African Union Commission by AU heads of State and Government, who form the Assembly of the African Union.
Comments:
In his oath speech, the new chair of the African Union Commission emphasized the need to place Africa’s youth, scientists, and the diaspora at the centre of development processes of the African Union. This is a major departure from traditional development trends where countries sharing the same official language tend to coordinate their development policies. African scientists operating within and from the diaspora previously developed a common agenda beyond language barriers for the advancements of sciences in Africa and the application of scientific knowledge in Africa’s development programs. With this new development trend proposed by the new chair of African Commission, the administrative branch of the African Union system is joining the scientific branch. Business operations of the Biotech tropicana Systems, a knowledge driven economy are coordinated within the framework of the scientific branch, in Africa. We welcome the expressed strong will of the administrative branch to align with scientific branch: s substantial step forward toward a common development agenda for all 54 member states.
Another major advancement proposed by the new chair is a strong call for the private sector. Traditional development programs of the African Union were centred around the public sector.
3 ) Morocco expressed the desire to rejoin the Union.
Comments:
Morocco, a founding member state of the African Union requested and granted a withdrawal from the Union on issues related to the Democratic Saharawi, in the early 1980s.

With new chair of the African Union, Hon Moussa Faki Mahamat, the administrative branch is siding with the scientific branch and the private sector.
a) TWO NEW JUDGES APPOINTED TO THE AFRICAN COURT ON HUMAN AND PEOPLES’ RIGHTS
Arusha, 3 February, 2017: At the just-ended 28th Assembly of Heads of State and Government of the African Union held in Addis Ababa, Ethiopia, from 30-31 January 2017, appointed two Judges to the African Court on Human and Peoples’ Rights for a period of six years. The Judges are Hon. Justice Bensaoula Chafika from Algeria and Hon. Justice Chizumila Rose Tujilane from Malawi. The two are replacing Hon. Justice Fatsah Ouguergouz (Algeria) and Hon. Justice Duncan Tambala (Malawi) whose term came to an end on 5 September, 2016.
Comments:
The denomination implied that the African court would accept cases of violations of human and people’s rights. Cases of denials of access to available treatment to masses of people by diverting fund to other purposes on political grounds or by neglect would fall squarely within the jurisdiction of the African court.

- Issuance of AU passport initiated thereby documenting AU Citizenship.
Comments:
A decisive and salutary step for Africa and all Africans, toward the integration process of the African Union.
- Innovative reforms initiated, including:
- Financial reforms: objectives to fund AU initiated activities with internal resources set.
- Health reforms: new approaches to addressing the big 3 global health diseases, HIV-Malaria-Tuberculosis, initiated.
- Security reforms: approaches to establishing AU special forces to address crisis issues in AU territories were considered.
Comments:
The African Union is the paradigm of a sustainable integration process. Initiated in the 1960s as an organization of independent countries of Africa (AUO), the system evolved to an integrated platform of African countries (African Union (AU) to address development challenges of the continent; and now to an official ‘one citizenship’ for all Africans, but Morocco. As a speaker stated ‘Africa is rising’.
The Biotech tropicana Systems are an integral part of Africa’s development process through its contributions in the areas of biotechnology. The Biotech tropicana Systems salute the courageous decision of African leaders in initiating the reforms discussed above. We believe more reforms will be coming toward a peaceful integration of the continent; particularly in the areas of financial reforms. The Biotech tropicana Systems support the view that all AU citizens should pay taxes to the African Union to give the institution the means to promote the interests of Africa and Africans. The Biotech tropicana Systems believe that the ‘all citizen tax objective’ is easily achievable because the platform already exists. As a young boy my grand daddy explained me as he should pay taxes to the colon administrator not only for himself but also for all of his dependents, even for those who are not working as long as they are 18 years old. All citizens that are 18 years or older must pay taxes to the colon administrator to cover for the administrative services they are receiving. To my knowledge, the practice continued long after the independence of Benin republic in 1960. I remember young men running out of the village to the woods when they heard that the tax collector was in the nearby village. Working ond not working 18 years old men paid yearly administrative tax in Benin republic until 1972, when the revolutionary regime of Mathieu Kerekou abolished tax to non workers and limited tax to workers. I was then five years old, but I remember. If we pay taxes to the colon, why shouldn’t be paying the same tax to ourselves ? as soon as it secure its next contract, the Biotech tropicana systems will be sending its tax contribution to the African Union.

Top priority areas highlighted by the new AUC Chairperson
In his first public address as African Union Commission Chairperson on 14th March 2017, H.E Mr Moussa Faki Mahamat outlined his cabinet’s priorities. His top priorities included:
- Structural Reforms
The need to implement structural reforms, informed by Summit decisions and President Kagame’s reform report, to efficiently and effectively implement the continental vision and deliver the aspirations of the people;
- Peace and security
To silence the guns by 2020;
To silence the guns and realise an Africa free of conflicts by 2020.
- Women and youth in Africa’s development
To place the women and youth at the centre of Africa’s development agenda;
To raise women and young people to their rightful place in the promotion of peace, development and the African Renaissance.
- Intra Africa Trade
to focus on intra-African trade, including
- Free movement of goods and people
Accelerating free movement of goods, people and services within the continent; as well as to
Promote economic integration of the continent and help accelerate its development. Particular emphasis will be placed on increasing intra-African trade and free movement of people so that Africans finally cease to be foreigners in their own continent.
- Africa in a globalizing world
Strengthen Africa’s voice in the global arena The new Chairperson also committed to applying
Strengthen Africa's place on the international scene. These priorities will be translated into sectoral and cross-sectoral programs, with specific time tables.
- Protecting and improving Africa’s image
Zero-tolerance towards any act that would tarnish the reputation of the Union, or erode its public confidence.
- Promoting a merit based system
He is determined to promote a culture of excellence and meritocracy.

- Peace and security
To silence the guns by 2020;
After the new cdcAFRICA to address health challenges and the CISSA intelligence committee, “the silencing the guns” objective may motivate the creation of the missing peace, an all Africa permanent military command centre. Silencing small guns may require the application of bug guns. All foreign and domestic military operating on the territory of the African Union should be placed under the command of permanent military command centre.
Key points:
- On the role of Africa’s private sector
One of the major innovations emphasized by the new chairperson in his post-election speech is the proposal to increase the role of the private sector in Africa’s development process. Previous administrations emphasized an increase role for the public sector. The speech states in part:
The rehabilitation of the African private sector, which is essential for the creation of wealth and jobs, will receive sustained attention.
This vision of the new chairperson is in line with the new global development concepts adopted at the dawn of the new millennium in 2000: the United Nations millennium project and the United States millennium challenge Account. The Asian tigers previously demonstrated the importance of increasing the role of the role of the private sector in a development process, a quarter of a century early. The Biotech tropicana Systems aligned with the private sector, since its foundation in 2000 welcome the vision of the new chairperson to empower the private sector.
